§ 01 / WHO IT IS FOR

The role behind the track.

The portal designer is the agency's voice to the citizen. They translate a regulation, a service, or a benefit into a digital experience that an ordinary person can complete on their first attempt, in their own language, on a phone with a poor connection. The track is half platform, half craft. A designer who passes L2 can take a service brief and ship a working journey end-to-end — without writing code, without lowering accessibility, without losing the brief in handoffs.

§ 02 / THE FOUR LEVELS

Curriculum, level by level.

L1
Foundations · 5 days
CitizenOS architecture. Service definition. Content modelling. Pattern library. Accessibility baseline. Language structure. Identity integration. Lab: ship a small service.
L2
Practitioner · 10 days + 30 days supervised
Multi-step journeys. Conditional logic. Save-and-resume. Document upload. Payment integration. Analytics instrumentation. Case study: ship one of the customer's actual services.
L3
Expert · Self-directed, 4–6 months
Service-design leadership. Portal-wide patterns. Journey analytics interpretation. Accessibility audit. Two complex services, paper, oral.
L4
Architect · Peer-nominated, capped intake
Sets the portal-design standards for the agency. Owns the pattern library. Architecture board defence.
§ 03 / EXAMINATION & CERTIFICATION

How the level is actually awarded.

L1 examination
Multiple-choice plus journey-build lab. Includes an accessibility check.
L2 examination
Ship one real service end-to-end. Accessibility audited at WCAG 2.2 AA. Journey analytics in place. Cohort of pilot users tested.
L3 examination
Two services plus a paper, often on a service-design pattern or anti-pattern. Oral defence includes a usability review of the candidate's work.
L4 examination
Architecture board. Includes a panel member with national-level service-design experience.
Re-certification
Every 24 months. Includes a fresh accessibility audit of one in-production service.
