Buy through the framework that fits you.

Government procurement is structured around frameworks. Some agencies are required to buy through a specific framework. Others have a choice. A few must run a fresh competitive tender. The framework determines the timeline, the documentation requirements, the contract template, and often the price ceiling — long before the vendor is selected.

This page summarises the procurement vehicles through which Emeron platforms can be acquired today and the ones we are actively pursuing on a published timeline. If your procurement framework is not listed here, contact us — many frameworks accept supplier addition on a 6–12 week timeline, and we will tell you honestly whether the addition is worth pursuing for your deal size.

None of the below replaces the procurement officer or the legal review. The intent is to remove the most common procurement-cycle delays: a thirty-minute conversation about vehicles can save four months of cycle time.

§ 02 / UAE & GCC

Local and federation-level vehicles.

Emeron is a UAE-registered company, headquartered in SRTIP Sharjah, with active participation in federal and emirate-level technology procurement programmes. Below is the public posture across the GCC.

§ 04 / DIRECT PROCUREMENT

Where frameworks don't apply.

Many government and public-enterprise procurements happen outside any framework — direct competitive tender, restricted negotiation, sole-source justification, single-stage RFP, two-stage RFP. Emeron is structured to respond to any of these formats. Below is what to expect.

FORMAT 01

Open competitive tender

Standard RFP response within published deadlines. Procurement kit pre-built for ~80% of typical content. Custom sections completed within five working days.

FORMAT 02

Restricted & two-stage

Pre-qualification stage handled by procurement kit. Second-stage technical and commercial responses customised per RFP. Reference customer engagement on request.

FORMAT 03

Sole-source justification

Where applicable: sovereignty, capability transfer, or unique architecture justification packages provided. Used selectively, with the buyer's procurement officer.

FORMAT 04

Donor-funded procurement

World Bank, AfDB, IsDB, AFD, GIZ, USAID-funded programmes. Standard procurement guidelines respected. References available from East Africa deployments.

FORMAT 05

PPP & BOT models

Build-Operate-Transfer and revenue-share PPP arrangements supported. Particularly relevant for licensing and permit programmes with citizen-fee revenue streams.
